Every relationship, be it D/s or vanilla, has a balance of power. Someone ALWAYS needs or wants someone more than the other in any relationship. The difference in a D/s relationship is that the participants just acknowledge that this balance exists.
The question in a D/s relationship which cannot often be answered succinctly is who needs or wants the other more, the Dominant or submissive?
